Long periods of rain cause a flood in a nearby village. The locals suffer through the effects of the flood. Although the King has sent relief supplies and money to help the villagers, the Magistrate keeps them for himself and refuse to hand out the supplies. A large group of villagers gather in the town square waiting for the handout of supplies. Amongst them is an escapee from a prostitute parlor, Yuk Fung. She manages to find some food for herself but decides to share the food with a small child who is cold and hungry. Suddenly the villagers spotted the Magistrate attempting to escape with the money and supplies. The track him down and many of the chests become opened. The villagers then began fighting each other for the money. Yuk Fung is not interested in taking the money instead she tries to shield the child from the passing crowd and chaos. Suddenly she is caught in the middle of the chaos and is pushed to the side. Yuk Fung looses her balance and nearly falls to the ground until Jin Chiu arrives and braces her fall. Justice Pao and the others emerged later. Upon being informed of what the local Magistrate had tried to do Justice Pao vowed to remain behind to hand out the supplies to help the villagers. Justice Pao then ordered to have the Magistrate taken away and locked up. Yuk Fung is taken by Justice Pao kindness and heads to the town square to await the handout of supplies. As she was heading towards the town square she is pursued by four men from the prostitute parlor who attempts to capture her.

Wu Dai Ho is one of the men amongst the pursuing group. He is an obsessed lover of Yuk Fung, who manages to escape. That evening Justice Pao, Jin Chiu and Kung Sin Chuk were in a prayer to urge the gods to stop the rain and prevent the flood, when Yuk Fung ran pass them. Yuk Fung wanted to leave upon seeing Justice Pao, who noticed that she was mixed up in some sort of trouble. Justice Pao offered to help, but Yuk Fung, refused to let Justice Pao help. Finally Justice Pao informed Jin Chiu to hand Yuk Fung an umbrella to protect her from the rain. Yuk Fung took the umbrella and disappeared into the night. Wong Chiu then arrived to inform Justice Pao that a group of robbers called "Hung San 5 Fu" were causing trouble nearby. Jin Chiu was then sent to capture them. In the morning Yuk Fung was about to escape on a boat when he heard a mountain robber Tit Fu, planning to ambush Justice Pao. She immediately went back to town to inform Justice Pao of the danger. Meanwhile Jin Chiu nearly fell into the trap of San Fu and Tong Fu, who wanted to avenge their sworn brother's death. Jin Chiu killed the two mountain robbers, and then realized that he had fallen into the "Tiger Mountain trap", once more and left Justice Pao unguarded. Jin Chiu immediately rushed back.

Justice Pao was in the process of handing out rice to the villagers when Yuk Fung rushed in and exposed two mountain robbers who were carrying weapons whilst waiting in line. Having been exposed Tit Fu slashed a Yuk Fung, and inflicted a flesh wound to the hand. Wong Chiu and Ma Hong then fought of the mountain robbers, and when Jin Chiu arrived one of the robbers were slained. Tit Fu managed to escape. During the battle Yuk Fung was being pursued by the four men once more. One of the men pursuing Yuk Fung was injured and Justice Pao questioned him on the motive behind capturing Yuk Fung. When Justice Pao discovered that Yuk Fung was a prostitute he informed the man pursuing her that he would pay the owner money to release Yuk Fung from the parlor. Justice Pao also informed the man not to capture Yuk Fung once more. Justice Pao worried about Yuk Fung and sent Jin Chiu to look for her. Meanwhile Yuk Fung had escaped from the men and wanted to find a job at a restaurant as a waiter. At the restaurant, officers were planning to capture Tit Fu when she walked in. At once Tit Fu recognized her as the lady who warned Justice Pao and attempted to kill her. Suddenly another officer, Kwan Sau Yee, arrived to save her. Kwan Sau Yee and Tit Fu battled until Tit Fu captured Yuk Fung. Not wanting to cause the loss of an innocent life, Kwan Sau Yee dropped his weapon and suffered a heavy blow to the leg. Yuk Fung then attempted to restrain Tit Fu. This gave Kwan Sau Yee the opportunity to inflict heavy blows on Tit Fu who was subsequently captured.

After that event, Kwan Sau Yee, became crippled in one foot and could no longer maintain his position as officer. He decided to marry Yuk Fung who changed her name to Do Sap Sam, and retired. Three years later they decided to open a pub called the "Forgetting Pub" , with a famous brand of drink called "forgetting wine". Yuk Fung wanted to forget about the past, hence the name of her famous brew. Shortly after opening her own pub, Do Sap Sam accepted a new worker, On San who was looking after his blind mother and needed money to cure her illness. The following day, Do Sap Sam and Kwan Sau Yee were accused of causing the death of an elderly villager. It was claimed that their new drink, "forgetting wine", was poisoned which caused the death. At once the locals were angry and attempted to close their pub with force. Kwan Sau Yee was hurt protecting his wife from taking several beatings at the hands of the villagers. Suddenly Justice Pao, Jin Chiu and Kung Sin Chuk arrived and called a halt to the chaos. Justice Pao immediately recognized Do Sap Sam as the lady who had saved his life three years ago and vowed to find the truth behind the case. However Justice Pao was concerned that Do Sap Sam had not told her husband Kwan Sau Yee the truth about her past. Do Sap Sam was worried because Kwan Sau Yee had a distinct hatred of prostitutes. Regardless Justice Pao urged Do Sap Sam to tell her husband the truth despite promising her that he would keep her past a secret during the case.

A close friend of Justice Pao, Magistrate Ho was a well respected gentleman and a fair judge. He was in control of the case and took the suspects in for questioning. Meanwhile Kung Sin Chuk and Jin Chiu went on their own to collect evidence. At the out set of the case, Justice Pao had suspected the rival merchant who also ran a pub, who was giving evidence to incriminate Kwan Sau Yee and Do Sap Sam. Kung Sin Chuk then stated that the bamboo canisters holding the wine was not at fault and that someone had deliberately poisoned the wine. Jin Chiu then arrived with evidence of tampered wine and had captured a man who was the cousin of the rival merchant. With all the evidence uncovered, the rival merchant finally admitted that he had tampered with the wine to eliminate his competition. Kwan Sau Yee and Do Sap Sam were released and set free of any charges. After the case was resolved by Justice Pao, Do Sap Sam wanted to reveal her past to Kwan Sau Yee, when she was informed by Kwan Sau Yee that a prostitute had caused his mother to commit suicide. Upon hearing this Do Sap Sam felt it was not the right time to tell her husband of the truth. Later her obsessed lover, Wu Dai Ho arrived at the village looking for her. Wu Dai Ho managed to find his way to the pub and discover that Yuk Fung had changed her name to Do Sap Sam was now married to Kwan Sau Yee. At once Wu Dai Ho became angry and attempted to use force to take Do Sap Sam away. She refused to go along with Wu Dai Ho, and called for help. At once Kwan Sau Yee and Wu Dai Ho fought.

Do Sap Sam parted them and prevented her husband from attacking Wu Dai ho who left in a fury. That evening Wu Dai Ho returned and attempted to use the past to blackmail her to run away with him. Do Sap Sam refused and they struggled as Do Sap Sam attempted to use a pair of scissors to restrain Wu Dai Ho. Suddenly the worker On San stumbled across them and attempted to help Do Sap Sam. Wu Dai ho killed On San in the process and placed his body in a large metal bowl before leaving to conceal evidence. Do Sap Sam remained behind, with her hands stained with blood until Kwan Sau Yee returned. Suddenly a fire was lit and the pub caught on fire. When the fire was put out, On San's body was found in the large metal bowl. Kwan Sau Yee and Do Sap Sam were then accused of the murder of On San and taken in for questioning. Whilst being questioned, Do Sap Sam revealed her past life as a prostitute which upsets Kwan Sau Yee. She then informed Magistrate Ho that Wu Dai ho was the real murderer. Magistrate Ho then informed Inspector Wong to capture Wu Dai Ho. Upon being questioned Wu Dai Ho stated that he was innocent and placed a hairpin on the floor. Magistrate Ho recognized the hairpin which belonged to one of his lovers. Magistrate immediately stopped the questioning session and summoned to have Wu Dai ho brought before him. Wu Dai Ho handed Magistrate Ho a letter which stated that he was Magistrate Ho's son. Magistrate Ho was extremely happy to see his son, but Wu Dai Ho refuse to admit him as farther. Wu Dai Ho blamed Magistrate Ho for not taking good care of his mother which eventually led to her death.

In order to win back his son's love, Magistrate Ho ordered Inspector Wong to collaborate with him to frame Kwan Sau Yee as the murderer. The following day, Kwan Sau Yee was accused of killing On San in a rage of jealousy after suspecting that his wife Do Sap Sam had an affair with On San. Inspector Wong returned with evidence and Kwan Sau Yee was locked up to await execution. Do Sap Sam was released and set free of all charges. Jin Chiu had been sent into town to see what was going on. He found Do Sap Sam and took her back for Justice Pao to question. Do Sap Sam then revealed the entire truth to Justice Pao who was stunned by the thought that his close friend had become corrupted. Suddenly On San's grieving blind mother entered and Justice Pao promised to uncover the entire truth and solve the case. When Justice Pao discovered that Kwan Sau Yee was to be executed the following day he ordered Jin Chiu to prevent the execution. Justice Pao then used the King's sword to gain authority over the case. After sitting as an observer and watching how Magistrate Ho handed the case, Justice Pao was certain that Magistrate Ho had been corrupted. Justice Pao then stood up to prevent Magistrate Ho from going further and took over the control of questioning of the case. Meanwhile Jin Chiu and Kung Sin Chuk examine the evidence put forth and the trail and gathered other evidence. Magistrate Ho got increasing worried, when he was informed that Jin Chiu had recovered most of the evidence including Mr. Cheung's body, that they had attempted to eliminate.

Magistrate Ho then wanted kill Kwan Sau Yee. Inspector Wong was sent in to the dungeon to release Tit Fu who was a bitter enemy of Kwan Sau Yee and Do Sap Sam. Upon being released Tit Fu immediately charged into Kwan Sau Yee's cell which was located next door. The two men fight and Kwan Sau Yee managed to escape as Tit Fu pursued him. Kwan Sau Yee then located his wife Do Sap Sam. At this point Kwan Sau Yee half hated Do Sap Sam for being a prostitute in the past and half of him loved her very deeply. Do Sap Sam elected to run away with Kwan Sau Yee. They spent the night at an old temple when Tit Fu caught up and tied up Kwan Sau Yee. Tit Fu then proceeded to rape Do Sap Sam after she failed in an attempt to kill him. The rapping angered Kwan Sau Yee who managed to free himself to attack Tit Fu. Do Sap Sam then stabbed Tit Fu twice, once in the chest and once on the shoulders. Kwan Sau Yee then finished Tit Fu off by slicing his throat with a sword. After killing Tit Fu, Do Sap Sam felt shamed at being raped and left her husband to become a priestess. When Kung Sin Chuk located the body of Tit Fu he worried about the safety of Kwan Sau Yee and Do Sap Sam. Jin Chiu was sent to locate them. Meanwhile Wu Dai Ho also went looking for Do Sap Sam after discovering that she might be in trouble with Tit Fu. Wu Dai Ho stumbled into Kwan Sau Yee who attempted to beat the truth out of him. Inspector Wong then sneaked up behind Kwan Sau Yee attempting to stab him in the back. Jin Chiu arrived to block the blow and convinced Kwan Sau Yee to follow him back to Justice Pao.

Cheng Lo and Jiu Foo located Do Sap Sam at the monastery and convinced her to see Justice Pao whom free them of the charge of murdering Tit Fu. Justice Pao pointed out that Tit Fu was a convicted criminal who tried to kill them, and they in turn killed Tit Fu in self defense. Before being questioned Do Sap Sam decided to cut some of her hair as evidence that she had ended her relationship with Kwan Sau Yee who still loved her regardless. Being a former officer, Kwan Sau Yee then informed Justice Pao that he suspected that Wu Dai Ho was Magistrate Ho's son. At once Magistrate Ho sprang from his seat and flatly denied the accusation. However, Justice Pao was certain that Kwan Sau Yee was telling the truth. Justice Pao then ended the questioning session, to allow time to collect further evidence. Magistrate Ho realized that Justice Pao was on to him and attempted to burn the letter which was evidence that Wu Dai Ho was his son. At once Jin Chiu entered the room at attempted to take the letter. In the process he slashed Inspector Wong's hands. Inspector Wong used his bloodied hand to destroy the letter. With this piece of evidence gone, Justice Pao urged Do Sap Sam to locate the hairpin which places Wu Dai ho at the crime scene on the night of the murder of On San. Do Sap Sam then pretended to go insane, and even went as far as to have a fake marriage with Wu Dai Ho. On the wedding night Do Sap Sam drugged Wu Dai ho and searched the room.

Do Sap Sam found the hairpin, but by that time Wu Dai Ho woke up and perused after her. Along the way, Do Sap Sam ran into Magistrate Ho and Inspector Wong, who then attempted to kill her by pushing her down the mountain. Jin Chiu immediately emerged and rescued Do Sap Sam, whilst Cheung Lo and Jiu Foo fought with Inspector Wong. Jin Chiu then lend assistance to his fellow officers by capturing Inspector Wong. They were all taken back for questioning. With all the evidence relating to the case Justice Pao was ready to hand down the sentence on all guilty parties but Wu Dai ho still claimed that he was innocent. He informed Justice Pao that he killed On San to protect himself. Justice Pao said that may be the case, but Wu Dai Ho then attempted to cover up the fact that he committed the murder instead of coming forth and admitting to his guilt. Justice Pao then sentenced Inspector Wong to death for the murder of Mr. Cheung and collaborating with Magistrate Ho to eliminate the evidence. In the case of Magistrate Wong he was sentenced to be taken to the dungeon, and Justice Pao promised to request the King to spare his life. As Magistrate Ho left, Wu Dai Ho had finally forgiven him and called him dad. Magistrate Ho immediately ran over and hugged his son and looked at Justice Pao as if he was about to request Justice Pao to spare Wu Dai Ho's life. Justice Pao gazed at Magistrate Ho with an iron faced and he backed off. Magistrate Ho left immediately upon seeing Justice Pao's cold stare.

Justice Pao the sentenced Wu Dai Ho to death through beheading. Knowing that his fate had been determined, Wu Dai ho wanted Justice Pao to grant him one dying wish. Wu Dai Ho wanted to drink Do Sap Sam's brew of "forgetting wine", before he was beheaded. Do Sap Sam complied with this wish and handed over a cask of wine to Wu Dai Ho. He drank the wine and kept the canister as a souvenir before being beheaded. Justice Pao then release Kwan Sau Yee and Do Sap Sam of the charge of murder. Having finished the case, Justice Pao, approached the couple as a friend and persuaded them to forget about the past and live for the future. Kung Sin Chuk added that they clearly still loved each other despite what had happened. Jin Chiu then added that they had gone past the most difficult hurdle in their life with flying colors and should spend the rest of their lives being happy. Do Sap Sam and Kwan Sau Yee then got back together and thanked Justice Pao for helping them out. Before leaving, Justice Pao, even helped them open a new pub called the "Love Pub". The special brew was a new wine called, "love wine". Kwan Sau Yee then held Do Sap Sam tightly as Justice Pao cut the ribbon to signify the opening of the pub.

This story was made interesting by the plot. I particularly liked the romance between the Kwan Sau Yee and Do Sap Sam. The fighting in this story was particularly good. However this case is another one of those cases were one of Justice Pao's old friends decided to turn to the "dark side". So far of all the cases friends of Justice Pao who have tried to conceal evidence or hide things from Justice Pao included, Magistrate Hap, and General Chai. However as a former friend of Justice Pao they should realize that they can't hide anything from him. The morale of this case is that despite all that happened in the past it is best not to keep any secrets. A good citizen in society is one who has nothing to hide. The acting in this series was top notched. Wan Yeung Ming and Michelle Mei Suet made a great on screen couple. Both are very expierenced actors and thus have developed thier skills well over the years. All the factors combined makes this story one of the best cases in the Justice Pao II series. This is actually the third Justice Pao case in a row that has a happy ending which is quite remarkable given that the majority of Justice Pao cases are tragic and sad.
