I can not possibly comment on what happened at any of these private events and social gatherings that you attended with Ms. Chapman. City of Phoenix employees are free to pursue personal hobbies/interests, and I do not know how you determined that Ms. Chapman was there as an official employee of the Phoenix Police Department, unless she was invited in that capacity. At this point I will refer your inquiry to the Phoenix Police Department and they will make the decision on whether to investigate further and will be the sole entity responsible for that decision.
The City Council will not at all be involved in this action other than my current action of submitting your inquiry to the Police Department for further review . The City Council and its members are legally forbidden by the Phoenix City Charter from becoming involved in personnel decisions. This is so stated:
Chapter 3, Section 4 of the Charter says:
"Neither the council nor any of its members shall direct or request the appointment of any person to, or his removal from, office by the City Manager or by any of his subordinates, or in any manner take part in the appointment or removal of officers and employees in the administrative service of the City."
It goes further to say that "Any member of the council violating the provisions of this section...shall be removed from office...."
In terms of legal recourse you may have, I am not an attorney and cannot give you legal advise. Any action you take in that regard will have to come as the result of advise from your own legal counsel and is a civil matter.

I have never been arrested, and I don't take drugs or sell them so I'm pretty angry that Linda Chapman an employee of the Phoenix police department is giving talks at atheist groups and telling people that I'm a criminal and drug dealer.

speaking as an employee of the City of Phoenix Police Department told this groupthat Mike Ross was a illegal drug dealer, illegal drug user, and criminal.
At one of the august 1999 meetings of HSGP (Humanistic Society of Greater Phoenix - another atheist group) Susan Sackett the president of the group allowed the same Linda Chapman speakin g as an employee of the City of Phoenix police told the group and told them MikeRoss was a drug dealer, criminal and all around bad guy.
Linda Chapman used to be an officer in another atheist group called ASH (Arizona Secular Humanists). the same Linda Chapman over the past 5 or so years has sent out a number of e-mails using this CompuServe e-mail account 103217.260@compuserve.com as a representative of the Phoenix police from this group telling people that Mike Ross is a drug dealer, uses drugs and i s a criminal. yes some of these e-mails which Linda Chapman sent out got back tome. and some of these e-mails are even posted on the web.
Mike Ross is not a drug dealer, drug user, or criminal. in the past I have sent e-mails to Linda Chapman telling her that I'm not a crim inal and demanding that she stop telling people that I'm a criminal.
I'm asking you to do the following:
1) I want to file a claim for the damages that Linda Chapman and the Phoenix police department have caused me by telling people that I'm a criminal drug dealer. please tell me how to do this.
2) Please have Linda Chapman of the Phoenix police department stop telling people that Mike Ross is a criminal drug dealer and user.
3) I would like the City of Phoenix to help clear up the damage done to my reputation by your police employee Linda Chapman. who goes around telling people that Mike Ross is a criminal.
Can the City of Phoenix police department send one of its officers to these groups and tell the groups that Mike Ross is not a criminal drug dealer and that any statements made by Linda Chapman of the Phoenix police department were out right lies.
4) I would like the City of Phoenix to e-mail all the people that Linda Chapman has sent e-mails and tell them that Mike Ross is not a criminal drug dealer, or drug user, and these statements made by Linda Chapman are not backed by any facts.
