There are many IRC programs that you can use but my favourite right now is mIRC. You can download the latest mIRC program at http://www.mirc.co.uk. This program mutates every few months so it's always good to check the website once in a while.

Some ICQ info:

Unlike IRC, there is only one ICQ program that you can get at www.icq.com. It's basically an online alert program that warns you when your friends (or enemies) are online. ICQ also includes a chat option with it so you can chat with your friends online. It's bascially the same as IRC in this respect though there are some perks such as sound effects, online alert and...colour! Whoababy!
