Transnational Corporations and the Spread of Democratic Norms: Examining the Mobilization of TNCs to Proliferate Transparency
[pdf download]

Examining TNCs in the extractive industries - oil, gas and mining - one sees an increasing presence of these companies operating in authoritarian governed states. Working on the assumption that greater transparency and accountability is a positive step towards development, this paper poses the question: Can NGOs influence extractive industry TNCs to support transparency in authoritarian regimes?

By applying a constructive framework to the experiences of Talisman Energy Inc. in Sudan and British Petroleum in Angola, this paper identifies an increasing acceptance of Corporate Socail Responsibility (CSR) norms in the practices of TNCs. This is part of the growing influence of NGOs over TNCs' practices. However, by using concepts from social exchange theory and relational behavior, it is concluded that host states hold the decisive authority over TNCs in the extractive industries. As a result, it is recommmended that policymakers begin to seriously consider  mandatory regulations regarding the behavior of TNCs  in order to ensure that the citizens of resource dependent nations can benefit from open and accountable governance.
