ANG MAKULAY NA KASAYSAYAN NG UP IBALON SA NAKALIPAS NA 27 TAON
-- Eighteen Bicolano students grouped themselves and with a common vision formed UP IBALON, a name inspired by the Bicol epic, Handiong. On December 1, the ratification of the organization's constitution and by-laws was held at the Parks and Wildlife National Center in Quezon City.
-- On January 14, the new organization was given official recognition by the University of the Philippines. After initial consolidation activities, the group started social-oriented activities and began to get involved in off campus social work. Examples of these are its assistance extended to flood victims in Mindanao and Central Luzon. UP Ibalon spearheaded the formation and alliance of regional or varsitarian organizations in the university, the UP Sanlahi.
-- Recruitment went full blast during this period. With a wider membership base, the organization embarked on its first major fund-raising project that proved to be a premier cultural experience too - Kami Minagalang featuring the UP Concert Chorus. Held in Legazpi City and Naga City, the project's beneficiaries were the patients of the Rodriguez Hospital, a mental institution in Pili, Camarines Sur.
-- UP Ibalon continued to gain wide acceptance as a reputable and active socio-cultural organization not only in UP but in the Bicol Region as well. A choral festival dubbed as Piyok, wherein the freshmen blocks competed was born. A free immunization drive for cattle in Bicol and a benefit sale of laboratory equipment was conducted.
-- Organizational development was given focus by the leadership. Other projects for the year involved the publication of Burabod - the Ibalon wall news, a co-sponsorship of Langit Ma'y Magdilim, a play, the initiation of gift-giving for the poor during Christmas and finally, the conduct of extensive research on Bicol culture.
-- The year saw the membership concentrated on the promotion of social awareness and open discussion. University and national issues were extensively deliberated upon during various symposia co-sponsored by UP Ibalon. Another major benefit show and fund raising project was sponsored dubbed Para Saindo. This time, the cultural shows held in Legazpi and Naga featured the world renowned UP Madrigal Singers.
-- Social-oriented projects were undertaken such as exposure trip to expressed areas and the adoption of Constitutional Hill at Fairview, Quezon City. A well-organized Peafrancia celebration inside the UP campus was co-sponsored by the group. Fund-raising projects included a rose sale in February and a caroling.
-- Operation Mayon Tulong was conducted to help the victims of the Mayon volcano landslide. Symposia on the Daet massacre and coconut levy was sponsored by the organization. Aside from seeing the revival of the Piyok Choralfest, 1981 saw the birth of another worthwhile endeavor - the Padunungan, a quiz show among secondary schools in Bicol. A folk concert entitled Himig Pinoy was sponsored in Legazpi and Naga.
-- UP Ibalon intensified campus involvement by giving its full support to the SAMASA campaign during the University Student Council elections. The organization served as host to the Bicol Student's Congress general membership meeting and sportsfest. Fellowship and leadership training activities were likewise conducted.
-- To commemorate the UP Ibalon 10th Foundation anniversary, Padunungan '84 was held, for the first time, in two venues - Legazpi and Naga, with an unprecedented number of participating schools reaching 17.
-- After becoming a president in Ibalon, some members went on to establish other cause-oriented college-based organizations. Pitoy Moreno co-founded UP Aggregates at the College of Engineering while Acela Badiola co-founded the Taskforce Arki.
-- This year was characterized by the increased vigilance over national issues as well as the need to personally get involved with the national sentiment of renewal, after many years of martial rule.
-- Participating schools in the yearly Padunungan contest ballooned to 26, 15 from Naga and 11 from Legazpi. The first collegiate debate was incorporated in the said contest. It was also the year when the Ibalonians (collective name of UP Ibalon members) first entered the Pi Sigma Debates, landing third overall.
-- The organization sponsored a repertory musical entitled Lorena - a Bicolana.
-- The Ibalon Debating Team garnered top honors in the Pi Sigma Debates. Former Ibalon president Teddy Rigoroso was elected chairman of the SAMASA. Noy Lacson was elected USC Councilor.
-- Involvement of Ibalonians in the campus-wide affairs took its highest point when Teddy Rigoroso was elected chairman of the USC. Other Ibalonians who also exhibited campus leadership were Arlyn Dadis, Gigi Tibi, and Melissa Arabia who were elected as Yakal, Kamia, and Alliance of Concerned Dormitories chairpersons, respectively.
-- Padunungan was still expanded to cover three venues to include Sorsogon, in addition to Legazpi and Naga. This year also saw the alumni members grouping themselves into an Adhoc Reunion Committee and subsequently holding the 20th Foundation Anniversary celebration and Alumni Homecoming last November 3 and December 3. The constitution and by-laws of the UP Ibalon Alumni Association was ratified and subsequently, the Board of Directors were elected.
-- There was an incredible in crease in membership. Application period included exposure trips to Pasig River and picket lines. To further the organization's objective, the adhoc Community Integration Committee was created. UP Ibalon Alumni Association and UP Ibalon resident members co-sponsored a movie premiere of Congo at SM Megamall. The organization also sponsored the movie Like Water for Chocolate at the UP Film Center. The year also marked the comeback of the Burabod. Most of all, the breakthrough in the Padunungan was the participation of the winning schools at the prestigious Battle of the Brains at RPN 9.
-- The organization had its many firsts - the Bicol Week celebration was launched with the Our Lady of Peafrancia at the UP Parish of the Holy Sacrifice and a dramatic cultural night entitled Sarung Banggui. A mural exhibit was also shown at the AS Lobby. It was also in this year that the annual Padunungan was staged as a regional event in Legazpi City with a new category - the T-shirt painting contest. The orgganiztion joined the Ugnayan ng Mag-aaral Laban sa Komersyalisasyon (UMAKSYON).
-- The year marked an increasing involvement in campus issues and politics as UP Ibalon joined Samahan ng Mag-aaral para sa Sambayanan - Tunay, Militante, at Makabayang Alyansa (SAMASA - TMMA), and Taskforce: Tambayan. The second successful regional Padunungan was held in Bicol College of Arts and Trades, Naga City. The second annual Bicol Week was successful in bringing togrther UP Iabalon and two other Bicol organizations in UP to sponsor the affair. And after two years of planning and training, Community Integration finally pushed though in Palanog, Camalig, Albay, for ten days.
-- This year once again proved the involvement of Ibalonians in campuswide affairs as Gina Arnaldo was elected as USC Councilor while Karl Ramirez co-founded UP Agham-Youth. SAMASA-TMMA became STAND-UP (Students' Alliance for the Advancement of Democratic Rights in UP) having Ibalon as one of its alliances.
-- UP Ibalon continued to increase its membership. Also, two of its members namely Nia Marie Hernandez and Maria Lourdes Isabel Baldo became USC Councilor and CHE Representative in the USC, respectively.
-- The organization co-sponsored UP ng Ina featuring the UP Repertory Company, with the victims of Mayon Volcano as its beneficiaries.
