"Stop the Retaliation Postmaster General Henderson"
Project One Voice wrote Postmaster General on
May 20, 2000. It never received a response from him. Further
retaliation followed Frances. The subject was:
RETALIATION TO WORKERS WHO PURSUE CIVIL RIGHTS IS AGAINST THE LAW
AND A DELIBERATE AND MALICIOUS ATTEMPT TO TAKE A WORKER TO SUICIDE
Employed 9 years as a mail
processor clerk she placed a Civil Rights complaint sex harassment by
her supervisor Subjected
to various acts of retaliation daily, frequently, deliberately
maliciously imposed by US Postal supervisory management
the closer she is to the date of her civil rights
Administrative Hearing
After writing Chairperson John McHugh who notified the Office of Inspector
General, Karla Corcoran, Francesana received an abrupt and immediate removal
of approximately two months with
no notice, or instructions as required contractually
Emotionally and financially broken
She has since been returned to her workplace, Daily subjected to abusive mistreatment
by the US Postal Service management in her work area.
The US Postal Service
well aware of medical documentation
submitted to the Agency
Deliberate
aggravation to the health of Frances
by retaliatory and discriminatory actions By Postal supervision
Can be
detrimental and life threatening.
Retaliation has no place in a federal workplace
Unnecessary and vindictive attempt
to bring a worker to suicide
Emotional damage to stop a civil rights process.
Project One Voice, nationwide group of current and former postal workers,
Work to Preserve the
Integrity of the Civil Rights Act.
Many received the exact pattern of
mistreatment that Frances alleges.
Malicious & deliberate retaliation For a civil rights action
is against the law
Coffin v Postal Service
a case which the family of Judy Coffin, a suicide, of Portland, Maine
sued and won a judgement of five million dollars
attributed to the abuse of Ms Coffin. The jury spoke.
Aware of Frances' medical situations
that have arisen from the sex harassment
complaint,
the USPS appears to extend this same mistreatment to her as was to Ms Coffin,
and all nationwide.
We hope with this memorandum the supervision of the US Postal Service
is reminded that we are receiving
favorable interest and action from Civil Rights Leaders,
and national women’s groups
that do not
tolerate damage, harm, and retaliation
to workers who seek remedy through the Civil Rights Act.
In Stoll v
Runyon, a female employee went on to attempt suicide
while the supervisor was gainfully employed after it
was decided he was a federal rapist.
Frivolous, non enforcement treatment of Zero Tolerance policies.
The US Postal Service is conducting itself above the law,
Not complying with Zero Tolerance Policies
Adding to the pattern of nationwide retaliation.
We begged the PMG
Please investigate
End the retaliation
To continue to do so is to vindictively attempt
to bring another worker to suicide which is a nationwide complaint
amongst those in Project One Voice.
To
aggravate the health injuries of a worker
while the Agency is informed
is to be deliberate and vindictive.
For the
record, one of your supervisors
confided to the retaliation being ordered
as a goal to stop her from
pursuing her civil rights.
Please cease and desist the retaliation,
let the Civil Rights process take its course.
The PMG, Management were notifed with this letter
The Postal Inspectors Arrive:
The response from the PMG was none. Postal Inspection Service
contacted Frances and her husband; requested to meet secretly at her home to "help" her which she refused. She then met with the PIS at their offices and alleges they requested all litigation papers for which she refused; she was told to report to work on the same date.
Bogus "Investigative Interview":
Upon her arrrival her supervisors conducted an investigative interview on a bogus issue as Frances alleges bullied, "why did you use
one hour of annual leave (already approved in writing)".
This caused her an emotional breakdown in her workplace for which her supervisors skipped sending her to the nearest hospital facility and sent her alone to one 50 miles away.
She was then placed on Administrative Paid Leave by Postal Inspection Service (as if she were a criminal). Her pay was
then suspended once again and she was unable to pursue her
EEOC Administrative Hearing.
Several adverse actions have followed which involved the removal from her workplace with NO PAY, and no explanation.
Presently, Frances and her family remain without pay. So
many of us recognize this pattern as designed to devastate
us so we do not pursue our civil rights complaints.
The US Postal Service had a motive. They were ordered by
Congress to squash the complaints in order to pass Postal Reform, and they decided the
squashing of "complainants" would work better.
Frances & her family remain with postal income cut off
and her health has seriously deteriorated.
September 2000 Chairperson of the Postal Subcommittee, John McHugh publicly
criticized the Postal Inspectors as having become the great protectors
of "commercial interest" instead of "law." Immediately thereafter, advertisements
and propaganda of their integrity went out to the public.

"Frances, they are trying to "Judy Coffinize" you. Don't
give into the pain and temptation of suicide. You may
slip away into deep sleep while they will continue to
do the same to others."
