The Hells Angels South Chapter was created on March 1, 1997, when eight members, and two prospects broke away from the Montreal Chapter. The founders had no criminal records or were members with no recent convictions. The reason behind this was to avoid being classified under federal legislation as a criminal organization. Normand "Billy" Labelle, one of the original founders of the club's Montreal chapter, became the South faction's first President.
Unlike the club's other Quebec factions, the South Chapter had until recently managed to keep a low profile and is involved primarily in narcotics trafficking, prostitution, and extortion.
