Everybody knows heel height, shaft (uppers) height & toe style differ in boots--  But the shank & welt are key to the construction & "look" of a pair of boots.  Turn your boots over & have a look at the bottoms & sides...

Which is better, full or half-welt?   The half-welt gives a "finished," beveled look to the lines of the boot.  It's standard on a dress-up boot, & in my opinion it looks "sharper", more "traditional cowboy."  I might go for a full welt boot for a bike or work boot--but would opt for half welt in any other cowboy boot.  Note:  A heel 2" or higher needs a thick steel shank for arch support--and this is gonna mean a pegged half-welt sole.  More & more "stock bootmakers" are providing a full welt sole that's stitched (or, worse, has fake plastic pegs.)  It's cheaper to make & your average buyer won't notice the difference (except in comfort down the line).
Summin' up:  Boots with a high heel require a deep shank & pegged soles.  They should not be stitched!  If you're orderin' up custom-mades, talk to the 'maker seriously about the type of shank you want & the option of full or half-welt.  Even some "name" 'makers may cut corners here.
