Subject: Mil: Espinosa is new Philippine Marine commandant

MANILA, Sept. 15 (PNA) - Brig. Gen. Edgardo V. Espinosa assumed today
as the new commandant of the elite Philippine Marines Corps.
Espinosa replaced Maj. Gen. Ponciano S. Millena who was named as
commander of the Western Command (Wescom) based in Puerto Princesa City,
Palawan.
The turnover ceremony was held at Fort Bonifacio, Makati City.
During his more than two years as Marine commandant, Millena
introduced new skills to the Marines such as the landing force planning
and riverine assault operations courses, training in C-130 and naval
ship loading and unloading procedures, coastal defense, particularly in
the operation of the 3'50 gun and anti-aircraft emplacements.
Millena also initiated the plan for the possible operationalization of
the Fleet-Marine Force concept in naval defense operation.
This concept of strategic deployment envisions the availability of at
least one maneuver brigade which shall configure the Marines as a rapid
deployment force.
Millena also saw to it that priority of funds allocation and supplies
