After his rescue from the military (see Justice #22), Justice is whisked away to Washington DC to join the NSC (National Security Council). Elsewhere, the Justice Brigade seek to track down Justice and use Captain Chafin's (the policeman in charge of the precinct Justice busted out of, from Justice #21) family as leverage to gain the information they require.
Justice spends some time practicing his shooting as Updike enters, commenting that his accuracy when he was John Tensen was legendary. Frustrated, Justice blasts the target with his sword arm. He is then introduced to Creeping Crud, a paranormal whose power is like that of a leprous cancer, and offers to end his life, only to have Updike prevent him. In the hallway, they share words, with Updike being held against the wall by his neck until Angela walks up, Victor "Kleenex" Pasko in tow. They leave to talk, and end up arguing until Updike whisks him away, leaving Kleenex with Angela.
In the NSC building, Justice is told of several sightings of men dressed like him, babbling about demanding justice. He leaves to seek out the fanatics, and finds one, who gladly leads him to their base. There, Justice orders the group to disband, arguing that his mission is a holy one and that he recieved his powers as a symbol. The members of the Brigade argue against him, angering him further, to the point that Justice demands that they "cease to exist" -- forever. He then departs, suddenly stopping to question whether, in their loyalty, they would literally do what he said. A sudden explosion from the detonation of their flamethrower fuel tanks is his answer.
