Douglas Simpson was born in 1948 in Cincinnati, Ohio. At Dartmouth College, he received an education in social sciences and the use of computers for electronic communication, graduating cum laude in 1970. After two years commanding a desk as an officer in the U.S.Army, he graduated with honors from The University of Connecticut School of Law in 1975. Following his admission to the Connecticut State Bar, he joined the Law Department of The Hartford, where he now provides legal counsel to property-casualty insurance management in Hartford, CT.
Doug provides antitrust compliance counsel to The Hartford and heads the legal team that is primary legal counsel to Trumbull Services, L.L.C., which provides policywriting, claims, collection and receivables management services to various state pools, assigned risk plans and other insurers. Trumbull Services affiliates include CCS Commercial, L.L.C., which applies technology and insurance expertise to insurance subrogation and the collection of commercial insurance premiums, Trumbull Marketing Resources, L.L.C., which provides cutting-edge telemarketing and sales support services to agents and brokers, and Trumbull Finance, L.L.C., which pays insurance companies cash for insurance premium receivables.
As The Hartford's representative, Doug sits on the Governing Boards of the Insurance Guaranty Associations of Connecticut, Massachusetts and Maine, and the Legal and Data Processing Committees of Guaranty Fund Management Services. He is a member of the American Corporate Counsel Association, the Dartmouth Lawyer's Association. and the HTML Writers Guild.
In addition to his other services to The Hartford, Doug regularly speaks to new insurance lawyers on legal issues of insurance operations for the annual University of Connecticut School of Law Insurance Institute, writes on the subjects of insurance law and regulation, antitrust compliance, and how emerging issues of electronic commerce and the Internet may affect insurance transactions. His February 4, 1997 paper "Business on the Net: Legal Regulation" was prepared for a satellite telecast by the Society of Chartered Property Casualty Underwriters (CPCU). Doug spoke at the October session of The Insurance Roundtable of Baltimore, for which he prepared "Business on the Net - 97,", regarding the continuing expansion of electronic commerce and financial transactions on the Net. He is scheduled to speak in January at "Insurance.com," a two-day seminar by Center for Business Intelligence about using the Internet to gain a competitive advantage in sales and delivery of insurance. He has served as a volunteer to the Electronic Communications Drafting Committee of the Connecticut Law Revision Commission.
Doug lives in Wethersfield, CT with his wife and daughter and attends services at the historic First Church (gathered in 1635). Olde Wethersfield is known for its pre-Revolutionary War structures, including the Goldberg's c.1730 home.
