3. Since Geocities does not allow storing *.exe files, you have to rename the file cybinst.zip to cybinst.exe

Indeed, the file cybinst.exe is a self extracting archive, so you can unpack it using an unzipper, but this way it is more comfortable. Run cybinst.exe and install the program package in the directory suggested. The windows registry is left untouched.
