The most serious incident occurred at Werribee in Victoria in 1872, when FMD was diagnosed on two properties near Melbourne.
Description of the outbreak * Mr S G. Staughton, a prominent squatter (a term used at the time for rich and influential rural landholders), purchased a shorthorn bull, at a sale, on the 2 May 1872 from a cattle importer William McCulloch. The bull ‘Achmet’ had been imported from England, arriving with a consignment of eight cattle (six bulls and two heifers) on the steamship Northumberland, on the 29 February. After landing, the cattle were housed for one or two nights at McCulloch’s stable and Glasscock’s livery stable at the Royal Horse Bazaar in Bourke St, Melbourne, before being taken to McCulloch’s property ‘Rockbear’, Darebin, where most of them remained until about April 29. Three of the bulls, including Achmet, were exhibited at the Heidelberg show on March 28. At the end of April, the six bulls returned to the Royal Horse Bazaar for sale by public auction.
After being purchased, Achmet was driven along Ballarat and Exford roads stopping one night at Cunningham´s stables, the second night stopping at stables at Exford owned by one of Staughton´s brothers. He was delivered to the dairy farm of Samuel Cobbledick, a tenant farmer of Staughton, arriving at the property on the Werribee River on May 5. Disease subsequently broke out on Cobbledick´s farm among the 11 cows that were in contact with the bull. Pigs that had been fed milk near the cows were also affected. On May 12 an old bull that had been in close contact with Achmet was lent to another tenant farmer, John Bowman whose property was nine miles east of Cobbledick´s. A similar disease outbreak occurred, affecting 14 cattle.

Samuel Cobbledick
The property consisted of a portion of allotment A, section 20(XX), parish of Werribee 635 acres (or about one square mile). Some confusion exists about the exact number of livestock existing on the property at the time of the outbreak. According to newspaper reports, Cobbledick received compensation for 10 dairy cows, 17 dry cows, 1 bull, 7 pigs, 23 piglets and 14 pet ewes and lambs.
However, when questioned at the inquiry Cobbledick stated that 58 cattle and 37 pigs were destroyed. At least three animals destroyed came from the neighbouring property belonging to Staughton. Staughton´s property, containing 800 to 1000 cattle and a number of sheep, was separated only by a wire fence.

Source appears to be infected hay, used as packing from UK, then used for bedding where the bull was housed overnight on his way to Werribee.
