There is a long tradition in the USA to rely on the public for support, not governemnt.  Many problems have been solved more quickly by private organizations than by government, and you can have a part in the solution by suporting good organizations.  It's a good idea if you check the finances of the organization to make sure that the money is going to the services, not the administration of the organization.  For example, the United Way spends about 15% on advertising and fundraising, which is less than many charities....
