TRAVEL TIME
Travel time from Frankfurt is about two hours by direct flight. Belgrade is serviced by various carriers like JAT (the national airline), Lufthansa, Austrian Airlines.
13 hours, 55 minutes.
From the U.S. East Coast, 6-7 hours to Frankfurt, then 2 hours to Belgrade -- a day in transit, basically. Belgrade is served by several carriers including Lufthansa, Vienna Air, and JAT (Jugoslav Air Transport), the national airline.
A day. 6-7 from the East Coast (NY or DC) to Frankfurt and 2 hours from Frankfurt to Belgrade.

COMMUTE
We live in the city (in Vracar) and my husband can walk to work.
Ten to 15 minutes from one area, and 5 minutes from another area.
Variable, but rarely more than 20 minutes, tops. Downtown Belgrade is not very big, and the U.S. Embassy is just a bit south of the center of town. Traffic can be bad, but it's not hard to find decent local housing within walking distance of where you work.
20 minutes from the diplomatic community and the same from other housing, unless you live on the compound.

POLUTION
Depending on the season, moderate to unhealthy. Having a one-year-old often makes me think "very unhealthy". Car exhausts are a big concern, in the winter coal heating adds to the mixture. The air is better in spring and fall.We drink tap water and have survived it so far. Babies and toddlers better stick to low-sodium bottled water (like "Rosa").

Moderate to Unhealthy. Somewhat better in the heights around the edge of town, though these neighborhoods give a longer commute. Worst downtown, especially in midsummer and midwinter (when coal smog, from antiquated local furnaces, is added to the mix).
If you live downtown, not good. Up on the high neighborhoods around the city, not bad, though occasionally you smell trash burned by a neighbor (yuck!).

SECURITY

The Mafia is big but won't concern the private person too much. Petty crimes and theft exist but so far, I've never had my pockets picked. Use your common sense and you'll be fine.I also feel safe on the streets as a woman.

Not really. The Regional Security Officer briefs Embassy personnel on latent anti-Americanism due to the 1999 bombing campaign, but personal security is not a great concern.
Lowish crime rates -- lower than most American cities of comparable size. Take reasonable urban-living precautions, but otherwise carry on. Occasional anti-Americanism, but never escalating to violence (and many Serbs are very friendly to Americans).

HOUSING

Depends on where you live. Many diplomats and well-off expats live in the suburbs where very nice housing with yards is available. If you prefer living in the city, apartments are the norm. Rental prices are astonishingly high and almost up there with Washington, DC, prices. Don't ask me why. Furnished places often come with real ugly furniture and are often overcrowded. In most cases, you can negotiate to have some pieces taken out, though.We found a nice little house in Vracar (the "other center of town"), set back in a courtyard. It's airy and quiet and has a balcony but no garden attached. We pay $1,800 a month.

Mainly comfortable houses, duplexes, and triplexes with yards for the families and slightly senior single folks. Great apartments for singles and younger couples.
Mostly apartments, though some houses are available. With careful shopping some very nice apartments can be found.

TO KEEP IN MIND:
1.Phone lines. It's better to have a digital one, they are newer and more reliable and better suited for internet access.
2.(Heating. City heating is very cheap and the city turns the heat on when temperatures call for it - mostly, anyhow. Get a small electric radiator anyhow. Electric heating is very expensive. Coal and oil are also options. Ask the landlord.
3.(Elevators and door sizes. If you have kids, take a close look at the elevators and door sizes. Often, they are too small to accommodate a sleek Western-style stroller. You might have to downgrade to a small umbrella stroller anyhow.

INTERNATIONAL SCHOOLS
There are a couple:

The International School of Belgrade (ISB) has American Embassy sponsorship. Right now it serves K to 8, but it will start adding high school grades at the rate of one per year. Americans, other internationals, and Serbs attend. Reports are that it is a good school.

There are a couple other elementary/middle schools of questionable quality. There are mixed reports from parents. Ditto for the two high school options. Grades 9 to 12 are authorized away-from-post allowance.

DAYCARE
Private daycare is cheap (starting at $2/hr) and usually very good. I love my nanny and wished I could take her with us when we leave.
Yes. Nannies and baby sitters. The quality is excellent because the sitters are referred from one family to the next. We pay our part-time sitter well because she is both a great sitter for our child and an amazing help to my spouse.

GOOD POST
All of them.

Good for families because of child care, the presence of lots of other families, and lots of things to do. Singles can have a good time if they are ready to mingle with both expats and locals. There are lots of bars, clubs, and cafes. I don't know too much about the G/L scene, but I expect it's kept on the QT.

Young Serbians are an attractive lot and they appear to enjoy going out on the town.

All of the above. Singles might be particularly intrigued by Belgrade's vibrant nightlife.

FUN
Walk the streets with your eyes open. Belgrade has wonderful architecture, albeit often tucked away between really ugly Communist-style buildings. Walk along the Danube and the Sava promenades. Visit the Tesla museum and see the experiments they perform there. Contact the International Women's Club - they offer all sorts of clubs and get-togethers. Buy your greens at the Green Market. Visit a "slava" celebration at Serbian friends and get stuffed with delicacies that you can't get in restaurants.

Belgrade and Serbia have suffered through a rough decade or so, and the place looks worn down. Even so, there is still a lot to once you are pointed in the right direction. There are parks, museums, movies, and concerts to check out. Belgrade also is central to many other parts of Europe. The Adriatic coast can be reached by air, and Hungary or Austria are a day's drive away. The more adventurous can head for the Serbian countryside, Montenegro, Romania, or Bulgaria.

Very active café life. Lots of movie theaters. Cruise up and down Knez Mihailova, the pedestrian mall. Stroll the neglected, but still beautiful Kalemegdan, an enormous downtown park built around the walls of a Turkish fortress. On a Saturday night, go to one of the many tiny, loud bars or nightclubs. Belgrade is a social town. Make some local friends, and doors will open to you.
